More than a million people face mandatory evacuation orders in the coastal areas of Virginia, North Carolina, and South Carolina. The District of Columbia and the State of Maryland have also declared a state of emergency. The Hurricane remains a Category 4 storm and is expected approach a Category 5 as it strengthens over the warm waters near the Carolinas.
